Windows 10: Bitlocker recovery key problem

While trying to fix a problem with a recently purchased Surface Pro 2017, I did a clean reset of Windows. Since it had been suggested that the problem I was trying to fix (no Start menu) could be related to the user account, I signed into my Azure university account when installing Windows instead of my usual personal account. That didn't fix the problem so I tried reinstalling Windows using a USB drive. The Surface wouldn't boot into the USB drive, so I turned off Secure Boot. Since I did that, every time I boot up, it asks for the Bitlocker recovery key to my Azure account, proving a link and a key ID. However, the link only takes me to my account info at the university; there are no recovery keys. I contacted the university IT department and they said they have no record of the computer and can't give me a key.

So...can Microsoft give me the key? If not, is it possible to boot into a USB and reformat the drive? If so, why won't my Surface boot up the USB?

I got the below message.

You don't have any BitLocker recovery keys in your Microsoft account.

Also, are you the only person that has an account on your device? Have you already done any troubleshooting steps to try to resolve the issue? If yes, what are these troubleshooting steps?
