Windows 10: Bitlocker Recovery Key That's Not Mine

Hi, there is a bitlocker recovery key that keeps coming onto my devices that do NOT belong to me. How do I permanently disable them? It's also illegal activities going on. I'm doing constant clean installs and my settings are hanging from the previous installations and not working properly. I have the Key ID, device name recovery key number, the drive and key upload date to investigate.

I did follow your suggestion but I can't get recovery key.

I got the below message.

You don't have any BitLocker recovery keys in your Microsoft account.
