Windows 10: Black boxes appear when shortcut arrows are removed. How can I fix this?

I hate shortcut arrows with a passion. They are ugly. They shouldn't even exist. I have no clue why they are a thing.

Because of this, I've used registry editor in the same way it does in this tutorial, in case that matter to remove these pesky little things multiple times in the past and I can't recall ever having any problems with it in the past. A few weeks ago, I came home to find that something went wrong with my computer, and I ended up having to reinstall Windows, so, obviously, when that was finished, I began to work on getting my system back to how I had it previously, and one of the things that I did in that process was removing shortcut arrows. Everything was fine for maybe two days, and then one day I turn my computer on to find that my desktop shortcuts, instead of having nothing over them, have black boxes, which cover the majority of the icon. I don't think this has ever happened to me before, and, if it has, the problem hasn't persisted. This time, the black boxes aren't going away at all. I've undone what removes shortcut arrows, restarted my computer, redone it to remove shortcut arrows again, and then restarted my computer, and the shortcut arrows are gone with no black boxes, but if I turn my computer off and back on again, the black boxes come back. How can I fix this permanently, while also having shortcut arrows removed?

Do you see the same if you create a new user for test purposes, log in as that user and then try?

Have you also tried the "transparant.ico" download in the yellow tip box under step 2 of Option 1 below?
