Windows 10: Black "curtain" follows cursor

Sometimes not always, when my Windows 11 computer is started up a black "curtain" is "pulled" up below the csursor when it is moved upwards on the screen, and, sometimes, the visible part of the Windows desktop flickers. The problem goes away when the machine is restarted. The display I'm using is an LG B4 smart tv connected with an HDMI cable. Both the display and mouse drivers appear to be up to date. Please advise on how to fix this problem. Thanks.

Please follow the below suggestion and check if that helps.

If you see the black screen only
after sign-in and you can see a mouse cursor:

• While at the black screen, try using CTRL+SHIFT+ESC to start Task Manager.
  
• If it becomes visible, try finding LockAppHost.exe on the Details tab and ending the task.
  

If this resolves the black screen, use corruption resolution steps.

Perform SFC scan.

I would also suggest you to run the System update readiness command. It detects incorrect manifests, cabinets or registry data, it may replace the incorrect data with corrected version available. Follow the steps.

• Press Windows key + X.
• Click command prompt (Run as administrator).
• In the Administrator: Command Prompt window, type the following commands. Press
  Enter key after each command:
  • DISM.exe /Online /Cleanup-image /Scanhealth
  • DISM.exe /Online /Cleanup-image /Restorehealth

To close the Administrator: Command prompt window, type
Exit, and then press Enter.

Windows black screen with cursor

I have tried following the steps of booting into safe mode, going into the control panel and uninstalling the latest windows update that caused the 'Windows black screen with cursor' error. However, now it wont even boot to the desktop, it will show 'Automatic repairs being done' and then automatically booting to safe mode. Upon checking my BIOS, the SSD drive with windows installed with it, is not even showing up in the boot list/priority. (still able to see drive in bios under System status and when checking under windows installation time.)
