Windows 10: Black screen after restarting/shutting down and booting up pc

Exactly what the subject says. Whenever I restart or shut down and boot up my pc, I can see my profiles and log in menu; but after entering the password it shows me a black screen with a cursor. It stays like that for a few hours. After that, its back to normal. Not sure why it happens, but it is very disruptive to my work. Please help!

Black screen loop error: There was an error reseting your PC

As you are facing issue with black screen boot loop, I suggest you to perform Power Drain by following the steps provided below:

• Shut down the Computer.
• Remove all power source (including battery if it is a laptop).
• Press and hold the power button for 15-20 seconds.
• Connect the power source and start the computer.

If the issue still persists, create an USB installation media (ISO) for Windows 10 using the Media Creation Tool from the link provided below:

After the installation media is created, follow the steps provided below to run Startup Repair.

• Insert the installation media you created, and then restart your PC.
• On the Install Windows screen, select Repair your computer.
• On the Choose an option screen, select Troubleshoot>Advanced Options.
• Click on Startup Repair.

Restart screen then black screen

Created two new accounts, local admin accounts, but couldn't access the Start Menu. Still stuck on the Restart screen when trying a restart. I can Shut Down from Windows and shuts down, as well as shutting down with the power button. I have no problems booting
the PC.

Everything I use daily works fine. Just stuck on the Restart screen. To note, if I log out and restart from the login screen, it doesn't turn black when I click with my mouse, but still stays on the screen - won't restart.
