Windows 10: Black screen and cursor upon login after driver repair

Hello. I started having an issue today that has rendered my desktop unusable.

Earlier today, I had a windows notification pop up telling me to do a driver repair (it had a white X in a red circle symbol). I let it shut down and run, and when I came back, the issue had started.

First, I noticed it took much longer to boot than normal - like 10 minutes longer. Windows is installed on an SSD as it's boot drive, and its generally fairly quick. Next, when I logged in with my passcode, it just opened to a black screen with my cursor. Sometimes, I am able to get the CTRL+ALT+DEL menu open, but it doesn't so far as get Task Manager open when I click on it.

From the googling and searching I've been doing it seems like an issue like this has happened in past years with windows updates? I can't be sure.

I've tried the following:

-Booting to safe mode. Result: same thing - black screen with a cursor

-"System repair" option on the windows boot up menu you can select. Result: it kind of freezes, goes black, and then I get the cursor and black screen again.

-"Restore system" option on the same menu. Result: same as above

-"Uninstall update > recent quality update" Result: same as above

I've run out of options to try that I've found on google. The last thing I haven't tried is selecting the "reinstall windows" option, for which I'm worried about loss of local files. I know I should have backed up anything I would want to save, but it got away from me.

Any suggestions? I'd rather not take it in to Microcenter if I don't have to.

I am in Windows 10 14393.2046 Build and during Boot I am Experiencing Black screen with a cursor and spinning circle ,having updated my Graphics Card Drivers Up to Date and Windows 10 1607 Cumulative Updates too.Since i didnt have any startup issues in
Windows 8.1 ,10240 as well as 10586 builds and i performed all troubleshooting steps and annoyed me.I can say that it is a windows issue and you have to sort it out ,only problem is
