Windows 10: Black screen and long loading problems on startup

When I turn on my PC, I get a black screen that lasts about 90 seconds right after the Windows Welcome screen, before I see my Desktop. It also takes up to 10 to 30 minutes (no exaggeration) to fully load websites like Reddit, Youtube and Twitch. When loading games, I see "Connecting" for about 10 seconds which is a lot longer than usual, normally it would be the blink of an eye.

My Band-Aid solution has been to never shutdown my PC and use Sleep Mode. If I did shutdown the PC, turning it back on would trigger a Windows update but at 99% complete, it would say: "We couldn't complete the updates, undoing changes."

This problem started in November last year until February and suddenly went away by itself. Today I tried turning on my Public Network Firewall and the window became unresponsive so I closed it manually.

I then decided to scan my C: Drive to see if there are any problems. It detected a problem and recommended that I repair and scan the device. After I selected that option, it prompted me to restart my PC. I manually restarted the PC without updates but the black screen problem came back.

  Are you getting black screen after Sign in?

Long Loading Time for Lock Screen

Hello Pawan, thank you for the reply!

I've tried all of the steps that you've given me. Unfortunately, none of them made a difference except for the clean boot step. It didn't completely solve the problem, however I did notice a
slightly faster load time for the lock screen. However, it still takes an unusually long time to load it. Any other suggestions?
