Windows 10: Black Screen Before Sign-in Screen

I've been having this problem from the 1809 update of oct 2018. This problem is annoying me so much. I've tried all the solutions that microsoft suggested but no luck. I'll be getting the black screen with the cursor on for like 8 to 15 seconds. Please if anyone facing the same problem tell me how to resolve the problem. It slows down my work so much. Even though the sign in screen appears after 10 sec the sign in screen wont show the cursor blinking on the password bar. It's a new laptop with i5 -7200U 2.4Ghz and 8gb ram and 4GB intel graphics. Please help me resolve this. I've even disabled every Startup.
