Windows 10: Black Screen, Old Cursor, etc.

Here's my screen:




After signing in, this is what appears. My background wasn't black and my cursor was not the old version The one with the pixelated hourglass loading cursor. But now it is. I cannot open google chrome and sometimes when I check my task manager, the CPU or the disk percentage is 94 above caused by the following:

• windows modules installer worker?
• svhost
• explorer.exe

When this first happened, my screen was not like that and when i signed in, it showed a black screen with a message saying something within the lines of "desktop location is not available". I made another user and it seems okay so its not the computer thats not working. I could use the other user but I want to recover this because I've been using it for so long. My downloads, pictures, music, and videos are still fine but i think that the desktop is not okay because its location is at the system profile while the others downloads, pictures, videos, 3d objects, music, documents are located in the user but whenever I try to reset to original location, its an error. There is also another desktop folder in the user folder which contains the contents of the desktop so i copied it and pasted it in the original one which was empty and it did noting. Also I've already updated it and it did nothing. I also cannot search in the searchbar and overall my screen looks like an old version of windows. I already tried uninstalling the updates but it has an error. I also tried the powershell one which did nothing. And I also tried doing the startup thing in advanced options but there was nothing that I downloaded that caused this problem. I don't wanna reset it and my last option may be to copy paste all my photos, documents, and stuff from the original user to the new one. Also I cannot open settings cause its just loading. Also I may have to delete my antivirus apps but I cannot delete apps in that user. I'm gonna update this if I find something new.


Update:

• In settings > checking updates, it says this "your device is missing some important security and quality fixes"

• Were you able to get to the desktop screen after you restarted the system?
  
• When the screen was blank, were you able to see the cursor on the screen?
  
• Did you get any error code or error message?

So this is not a BSOD ? Have a Windows 10 disc or USB Flash Drive made ? How are you getting to task manager Ctrl.+Alt+Del ? Any cursor on screen ?
