Windows 10: Black Screen with blue loading circle cursor after fallen Win 10 install.

I did a factory reset to my pc.Then i wanted to reinstall my pc, after i selected my language it went to "One moment please..",In the process my pc got shut down.Now when i start the pc the screen is just black with the cursor on it with the loading blue circle which only shows up after moving my mouse othersite is invincible. After like 10 or 15 minutes the PC just shuts down itself Only thing i tried so far was setting default setting in BIOS. Help pls.

Read other suggestions but to no avail. What I have done so far. Ran Dell repair and recovery and clicked restart. Got Dell screen white circle dots and then went back to black screen white cursor and blue spinning circle. Frozen in that state. Cannot get
passed with any of the keys to Task Manager, etc. Is it time for a professional?

Windows 10 failure occurred Jan 27 2016 maybe after a critical update

 

I have the blue loading circle next to my cursor.

The blue loading circle is next to the cursor only on screen 1 of my multiple displays. It is not present on Screen 2 or on the laptops display when I open it. I have tried numerous suggested fixes including changing the look of the cursor but nothing
changes it on screen 1.

I am in Windows 10 14393.2046 Build and during Boot I am Experiencing Black screen with a cursor and spinning circle ,having updated my Graphics Card Drivers Up to Date and Windows 10 1607 Cumulative Updates too.Since i didnt have any startup issues in
Windows 8.1 ,10240 as well as 10586 builds and i performed all troubleshooting steps and annoyed me.I can say that it is a windows issue and you have to sort it out ,only problem is
