Windows 10: Black Screen with circling Dots

I have been having trouble with windows 10. One of the articles suggested to hold down the start button 3 times and start the PC 3 times. I did and the screen started going through stages of fixing. The Screen went black with the circling dots for the last 6 hours or so. I pushed the stop button and restarted the PC. Windows logo came up but then went to black screen with the circling dots. Can someone help?

I think I made a "mountain out of a molehill." The black screen with swirling dots signs-in if I left-click my mouse. The mouse circle and the dots synchronize then sign me in in under a minute.

installed windows 10 on my laptop. previous version was 8.1

turned computer on to restart.

message in corner said updateing windows.

got the circling dots saying 'restarting' going on seven hours now

only have a black screen but the computer is running

what do I do next?

When I tried to enter Safe Mode with msconfig, the sign-in stopped at Windows circling dots on a black screen. It said my computer didn't load or sign in proprly and went to the blue repair screens. I tried repair startup, Chkdsk C (colon) /f /r,
starting from the hard drive and the Operating System ISO file and two System Restores, but only got a please wait and then a black screen.
