Windows 10: Black Screen with cursor after update installing

I'm not asking for my self. My Windows 10 Laptop is working fine. I'm asking this question for my Friend. My friend recently update the windows 10 version. The Windows update stucked at 15% . I don't know what he exactly did. He Said, "I forcefully shut down the Laptop and turn on the Laptop" and "The Laptop is simply shows the black screen with cursor". After He said his problem yo me I tried to resolve the problem. I searched for the solution in google and youtube and I get some answers for my questions. I tried Everything one by one what I found. But, nothing helps. 1st I press ctrl+alt+del keys and press shift key and restart the laptop and then I reached a blue screen shows Choose Option. Option 1 -Continue [ Exit and continue to windows 10 and Option 2 - Trobleshoot [ Reset your PC or see Advance Options ] and Option 3 -Turn Off. I chose Trobleshoot Option. Then His Laptop doesn't show reset Option. His Laptop only shows advance Option. Then I selected advanced options and then his Laptop shows only Startup settings. I entered into startup setting and I Enabled Safe Mode on his Pc. Nothing changed. Actually I tried to ender into Trobleshoot > Advanced Options > go back to previous version. The above steps are read on the Internet. But, His Laptop not showing that Options.Then I searched again for the Solution and then I found an Solution. But I didn't try that. THE SOLUTION IS CREATING A RECOVERY TOOL LIKE BOOTABLE USB. THE PROBLEM IS WE BOTH DON'T HAVE A RECOVERY TOOL LIKE BOOTABLE USB. MY QUESTION IS " CAN I CREATE A WINDOWS RECOVERY TOOL WITH MY WORKING WINDOWS 10 LAPTOP FOR REPAIR HIS LAPTOP ?" . My Laptop is Lenovo E41-15 and his Laptop is Lenovo E41-25.
