Windows 10: Black screen with cursor BEFORE login NEED HELP ASAP

My pc was working fine before I turned it off, when I turned it back on an hr or two later I just got a black screen on startup where I can move my cursor but CANT DO anything else. I’ve tried booting safe mode and rolling back my gfx drivers but it didn’t do anything. I can’t open task manager or whatever else so please don’t suggest it. The only thing I can think of that caused this is the new NVIDIA drivers update but I’m not sure. Please help ;-; thank you.

EDIT: My monitor is working and every other thing plugged into my pc is working.

EDIT2: My motherboard logo shows up on boot (no windows icon at all) and when pressing f8 it just pops up which drive to boot from.

Black screen no cursor or login

My Samsung laptop is technically switched on in the sense that it has power, however when I switch it on there is no login screen, no screen with the samsung logo, and no cursor. No matter how many buttons I press or how often I switch it on and off, it remains the same - black, power but nothing else. Any advice?
