With that USB stick installed on your lap top, when its booting try TAPING your F9 key ....not sure which F key you have to tap on your Dell, one of them should give you a screen with an option to boot to your USB drive. Could be F9, F10, F12 need to TAP one of them to find out which one brings up that choice.

You need to Tap not hold down one of those F keys .....I am not sure which one it is for a Dell. Maybe even F3
Do this BEFORE you see any other screen....

F2 is the BIOS and F12 is the boot sequence. I pressed the F12 and then pressed on USB and pressed ENTER. That is when it comes up and says "Missing Operating System". If I take the USB stick back out and reboot again then I get the black screen of death again with the cursor. It with my USB stick in and pressing the boot up of the USB drive that gives me the "Missing operating system"

Ok, sounds like a problem with how you made that usb stick. It should have been formatted as Fat32 and nothing else. THEN you copy those files unto the USB stick. Check on hows its formatted. If its NTFS its wrong format.

I don't know how to save it as another file type. This is a screen shot of my USB folders.

Right click on your USB stick E: and choose properties that will show you how it was formatted

Did my screen shot show up? Its not showing up now on my laptop. It looked like my E drive with my USB stick said that the File System is "FAT32"

YES I saw your screen shot fine, and yes it was Fat32. Only thing left that I can think of, is for you to go into your bios and make sure the Secure Boot option is turned OFF .....then try to access your usb stick again.

What would that been under? When I reboot to my BIOS, it pulls it up and give me 9 settings to go into. I looked around, but seem to be missing the Secure Boot. I have General, System Configuration, Video, Security, Performance, Power Management, POST Behavior, Wireless, and Maintenance. Of course there are subfiles under those, but I didn't see anything about a Secure Boot.

    • Open the PC BIOS menu. You can often access this menu by pressing a key during the bootup sequence, such as F1, F2, F12, or Esc.
    • Or, from Windows, hold the Shift key while selecting Restart. Go to Troubleshoot > Advanced Options: UEFI Firmware Settings.
    • Find the Secure Boot setting, and if possible, set it to Disabled. This option is usually in either the Security tab, the Boot tab, or the Authentication tab.
    • Save changes and exit. The PC reboots.

Okay. I think I found it. Under "Security" because that is all I have. I found an area labeled "Password Bypass". When I go into it it gives me the option to "Disabled", "Reboot Bypass", "Resume Bypass", "Reboot & Resume Bypass". Do you think this is the "Secure Boot"? That is the only thing I can find talking about "Boot". BTY, it is set to "Disabled".

It should be labeled Secure Boot ..... at least its that way in mine. So I am running out of ideas... *Confused
