Windows 10: Black screen with limited controls\access after boot up, is it hardware or software issues?

Not the most tech savvy for the record. I have a slightly older machine. Same was running great, and then i must have changed some settings or did an update of some sort, I'm not sure what, and now my computer will boot up, but not do anything after. All i have is a black screen. I can move the cursor around but nothing shows up. I can hit CTRL + ALT + DEL and get the task manager to pull up, but nothing else. I've tried to restart in safe mode, nothing still. I've tried the automatic repair after starting \ shutting down twice, still nothing. I tried doing a start up repair after going to the
