Windows 10: Black screen with taskbar and icons still showing

I reset my laptop wanting to wipe it and start off fresh, but once i did, this happened. Im not sure what to do or how to fix it.

basically cant do anything on it at all. There are no folders that cab open. Start menu cant open. Its basically just a dead screen that stays this way the entire time.

please help??

System Icons on taskbar

Are you referring to the clock system icon on the taskbar?

If so, I suggest you to follow the steps mentioned below:

• 
  Click on the search bar on the taskbar.
  
• 
  Type system icons.
  
• 
  Under Turn System Icons ON or OFF, turn On the Clock and check with the issue.

Taskbar icons

To address your concern, follow the steps below on how to show hidden icons on the taskbar.

• Open Settings, and click on the Personalization
  icon.
• Click on Taskbar on the left side, and click on the
  Select which icons appear on the taskbar link under the Notification area section on the right.
• Turn on Always show all icons in the notification area at the top

Black Dots appears on screen

The thread which u provided is when windows hang but in my case it doesn't hang it works fine but as u see in first picture icons,taskbar are displayed
