Windows 10: Black screen

So I’m helping my dad fix his computer cause he did something to it not sure. So the problem is that when booting up the screen will show the manufacture logo with a loading circles. Then right before the sign in screen pops up the screen goes black and will only show the cursor. I’ve tried doing a hard reset wiping the hard drive and reinstalling windows. And I’ve tried reinstalling windows from a usb stick that I created from the media thing. Anyone have an idea?
