Windows 10: Black startup screen with cursor leading to unusual login screen

Hi folks,So I turned my laptop on, I’m not sure the model but it’s an MSI gaming laptop with i7 7th gen cpu, and I get a blank screen with the cursor. Eventually after a minute or so I get the unusual login screen which I have attached to this post and whenever I press any button or click the touchpad it goes back to the blank screen with the cursor. I have removed all external devices and it’s still the same. I have a feeling it may have something to do with Fallout 4, there was an update released for it which was known to cause problems with modded versions of the game, which is the version

Black screen with cursor on startup

So yesterday when I started up my PC I noticed it was lingering on a black screen so I rebooted it, then another black screen but this time it was gone after a minute or so and showed the login screen. I thought nothing of it at the time, but now every time I start it up I get the motherboard manufacturer's logo, then the black screen which shows the cursor with the little wheel flashing next to it. There's also a light flashing on the machine so it's obviously trying to do something but getting nowhere.

I've seen a number of suggestions to fix this but I'm unable to try any of them because I cannot get to the login screen no matter how long I wait and I do not see the Windows logo on startup. I've noticed that by pressing Windows + P I can bring up the 'project' sidebar to switch between displays but this doesn't change anything. I can't seem to bring up anything else, including the task manager.

 

Black screen no cursor or login

My Samsung laptop is technically switched on in the sense that it has power, however when I switch it on there is no login screen, no screen with the samsung logo, and no cursor. No matter how many buttons I press or how often I switch it on and off, it remains the same - black, power but nothing else. Any advice?

I am in Windows 10 14393.2046 Build and during Boot I am Experiencing Black screen with a cursor and spinning circle ,having updated my Graphics Card Drivers Up to Date and Windows 10 1607 Cumulative Updates too.Since i didnt have any startup issues in
Windows 8.1 ,10240 as well as 10586 builds and i performed all troubleshooting steps and annoyed me.I can say that it is a windows issue and you have to sort it out ,only problem is
