Windows 10: Black window covering primary screen

For awhile now, if I leave my computer unattended and it turns my monitors off I have disabled sleep and hibernation, it is a desktop, when I move the cursor or press any key to turn the monitors back on, the primary monitor will sometimes have a large black window in the foreground blocking everything but a single pixel line on the bottom and right corners.


It intercepts most clicks, but if I hover over a window on the right most monitor's task bar, and hover over the windows that pop up, it shows everything fine, and if I press the windows key, the menu pops up just fine as well, until it closes again, at which point the black window returns to the top-most.


If I change primary displays, the black window switches to the new primary display, and if I either reboot or log off, the black window stays gone until it randomly appears again when waking the monitors up. Any idea what is causing this issue?
