Windows 10: Black Windows Screen after Choosing to Update Icons

Greetings! I had pop-up window ask if I wanted to update my icons, and I clicked Yes. It asked me to authorize the update from Windows like it always does when I select to do an update, and I clicked Yes. Then my screen went black and stayed black for a long time. I rebooted the laptop, and after I put in my PIN to log into Windows, it's still black. I can see my mouse moving around, and can do Ctrl-Alt-Del to get that menu, and can even call up Task Manager, but this is still against a black Windows screen. I have rebooted, shut down and started up again, and even went to Safe Mode, and still
