    Blank icons after upgrading from Win7 to 1903


    We have a task that upgrades our Windows 7 computers to Windows 10, build 1903. Works fine with one exception. Just about all of the system/program icons on the desktop/taskbar and Start Menu are blank. SFC /scannow finds nothing, rebuilding the icon cache does nothing.

    One thing I discovered was that if an app was open and not pinned to the task bar, it showed it's icon. If I right clicked and pinned it, the icon went blank. If I copied over a shortcut not on the desktop that shows the icon, it goes blank.

    Only fix so far is to reimage the machines, but I'd really like to avoid reloading a couple hundred machines.

    Blank shortcut icon GPU-Z

    It's not fixed, today my GPU-Z icon is a blank shortcut icon again..
    And it says GPU-Z.exe does not contain an icon
