Windows 10: BlInitilizeLibrary failed 0xc00000bb

Hi. I just booted up my PC this morning and received this error. I don't know what to do. I'm running Windows 10 from a SSD. Im using a Windows 8 CD to try and repair. Nothing is working. Here is what I have tried:

* System restore gives me this message "to use system restore, you must specify which windows installation to restore."

* Automatic repair has failed.

* Reset your PC gives me this message "unable to reset your PC. A required drive partition is missing.


Specs:

* AMD FX 8350
* Gigabyte mobo
* 16gb ddr3 ram
* gtx 1060 3GB
