Windows 10: blocked then unblocked account, need local files back

I had two accounts on my pc and blocked one but forgot to transfer local files like pictures. I unblocked and readded the blocked account only for it to almost refresh itself and there is nothing in the file explorers. there is no file system backup in recovery and onedrive didn't backup everything. how can i get my pictures back? i am on windows 10.

Unblocking a blocked number

Go to settings-->call+SMS filter-->blocked numbers.. In the list that appears, long press on the one you want to unblock and select 'unblock' ..

 

Local account installation question

I'm fairly certain that Skip this step was available in 10.0.130 - the workaround in Step 20 (back button) is no longer required.

The currently known, as of 10.0.130, ways to create a Local account sign-in are

• Skip this step at the MS account creation phase
• No Internet connection during the install
• static IP (post# 2 by Fragment) - New (to me anyway)

 

Cannot unblock blocked number

I have a phone number in my blocked numbers list that was added in error. I cannot unblock the number. I have tried holdong down the number and telling the phone to unblock it. I have also checked the box next to it and pressed unblock. I get a message
the number has been unblocked, but when I go back and check the number is back in the list. I even unblocked all the numbers in my list. all were unblocked except the one. I would appreciate some guidance. Thanks.
