Windows 10: Blue circle biking issue

For some reason, every time I start moving my mouse after not using my PC for a while, the blue loading circle next to the mouse cursor blinks for a moment. It's not a big deal as it isn't really effecting the functionality of my computer, but it can be a bit of a nuisance. Is there a possible reason why? A little note, I did do some data transfers from my Crive to my Drive a little while ago and I had to put stuff back into my Crive because my computer started acting up from it. And I redone data transfers separately. So I would wonder if it still has to do with those transfers I made.

• Did you get any error messages when you tried to boot up your computer in Safe Mode?
• What specific task are you trying to do?

• Do you get the Blue circle when you are working on a particular application?
• Which anti-virus program is installed on the computer?
