Windows 10: Blue Circle in one section of screen

I updated to windows 11 and I've been plagued with issues ever since. My laptop slows down after using it for a few hours and the weirdest of all, in only one section of the screen my mouse turns into the blue spinning circle so in that section and that section only I cannot click on ANYTHING, and I cannot fix it at all. I do the simple things of restarting my laptop but that doesn't fix it, I have to switch my laptop off for many hours for it to be fixed. Can anyone help me fix my issue of the weird mouse issue. And also the system issues after updating to windows 11?

• If you can, please post here the screen shot of this blue circle when it shows. Make sure not to include sensitive information like name, contact number etc.
  
• What is the current build of your Windows 10 PC? Check it by following these steps:
  

• Press the Windows key.
• Type Winver and then press Enter.
• A small box will appear on your screen. The exact build can be found together with Microsoft Windows Version.

Spinning blue circle next to mouse pointer

This is an incredibly frustrating issue. I do a lot of screen capture recordings and I can't have my mouse arrow popping up a blue circle every 4 to 5 seconds. I'm not sure exactly when this started for me, but now that I'm ready to do some more recording
I'm noticing it constantly.

Here's a solution I've found to at least stop the blue circle:

• Start with the Microsoft suggestion of going to the mouse properties.
• Click on the "Pointers" tab.
• Select the "Working In Background" pointer and click on "Browse"
• Select the first mouse arrow option (the one that looks like a normal mouse arrow)

This doesn't get rid of whatever is causing the system to have to keep working in the background, but it will at least make the blue circle stop popping up.
