Windows 10: Blue circle spinning constantly after login

Hello, I've paired a wireless mouse to new laptop, the mouse doesn't operate & since doing this a blue circle is spinning constantly after login & we can't type into the start function to access the control panel due to the spinning circle

Blue Circle Always Spinning

Hi, I have had my Dell Inspiron laptop fora few years, and for the last 3 months my cursor has always had a spinning blue circle next to it. It didn't start bothering me until recently because my laptop has gotten a lot slower than it used to be. It spins
constantly and never stops when I move my mouse. How do I make it so that the blue loading circle stops spinning?

blue screen with spinning circle following reinstall of Win 10

Following a reset of my Toshiba Satellite laptop due to account login errors and then successful upgrade to Win 10 (laptop came with Win 8), I am now stuck with the blue screen/spinning circle. When I turn the laptop on, the sequence of screens I get are:
the Toshiba screen, black screen with spinning circle, lock screen. I can move the mouse, but if I click it to advance to log in, I get the blue screen with spinning circle. Turn the laptop off/on and I repeat the sequence getting stuck at the blue screen
again.

Suggestions?

Spinning blue circle questions

Hi, I know what the spinning blue circle means, but when the Blue spinning circle + Pointer turns into a singular spinning circle does that mean its processing something bigger than average?
