Windows 10: Blue outline on windows and other such things, please help

I got a problem where every window which I open, pretty much got this blue outline which is pretty annoying, doesn't appear in fullscreen though for each window. And when I select some text then it appears in blue as well, as shown in the picture... I've tried to turn off narrator as well, several times, and it just doesn't work... I hope someone can help me and yeah..

The issue might occur due to corrupted display drivers or incompatible drivers.

I suggest you to update display drivers from device manager and check if it helps.

To update the drivers, follow the steps below.

  Type “Device Manager” in search box and press Enter.
  
• 
  Right click on the drivers for Display and Touchscreen and select Update.
  
• 
  Follow the on-screen prompts to update.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

In the screenshot, I am unable to see any weird outlining. But if you are seeing any issue with the display then I suggest you to try installing all the pending Windows Updates and check for the issue. If the issue still persists then try changing
the resolution and check.
