Windows 10: Blue Screen - How do I get past it to troubleshoot?

My microsoft surface 7 recently started going to blue screen the code is REGISTRY ERROR and i see all these articles about how to troubleshoot it, BUT you need windows to actually open in order to get into the system settings. My windows won't open it's blue, then it restarts, then it's blue, then it restarts, over and over. So how do i troubleshoot it if I can't get into the system? Thanks!
