Windows 10: Blue screen on Dell laptop windows 10

I think my laptop is stuck on the blue screen where it says choose and option etc. I’ve done everything even the prompt command and still stuck on that blue screen. I don’t even care if I have to do a factory reset and lose everything. I just need my laptop to work. I think it’s an operations issue or got stuck when it was doing an update. Anyone can help?

Hi all, Please bear with me as I'm not very computer literate lol!
My daughters laptop (old dell c400) just went to a blue screen when starting up! Anyway,was told to re-load windows disc. However there's no cd drive or floppy drive!
Found an old external floppy drive but don't have windows on floppy!
Also ran diognostics and it passed everything until it came to DST SHORT STATUS TEST,then came up failed! Any suggestions or is it a brick?*Bang Head :banghead:
