Windows 10: Blue screen

For several weeks now I have a problem with the "blue screen". I turn on the laptop and immediately I get two options "Start in normal mode and Repair". I try to start the system in any of the two modes and I get a blue screen that I can not read because it restarts immediately. I have tried to format the laptop using the rescue & recovery 4 but it stays in "waiting for the services to finish their initialization" What can I do? Thank you.
