Windows 10: Blue "Welcome" screen when logging into account

So I have two Windows accounts. One I can log into perfectly, but I can't really use it a lot of the time because it has a space in its name, so I created a new account.For a while the new account works perfectly, but at one moment when I logged into it i started getting a blue screen with the word Welcome and a loading symbol in the middle I usually have a fast enough PC that I can log in instantly. If I let it load about 30 seconds, I think., pretty much nothing works. No desktop icons, no taskbar icons, can't open the start menu etc. I can't even shut the PC down on Windows, I have to d
