Windows 10: Bluetooth audio volume changes unexpectedly after restarting Windows

Since installing Windows 11, version 24H2, the volume for my Bluetooth headset can change unexpectedly after restarting Windows. For example, if I set the volume to 50% and then restart Windows, I will continue to hear audio through the Bluetooth headset at the same level 50%. However, the volume indicator in the notification area will show the volume at 100%. And if I then change the volume by pressing a volume key up or down, the sound I hear through the headset will immediately jump to maximum volume 100%.

Bluetooth Audio Not Controlled By Computer Volume

After the most recent windows 10 update, my Bluetooth speakers no longer respond to my internal computer's volume changing. The media keys make a weird beeping noise when used to change the volume, but the speakers' volume does not change. It can be
changed by the physical volume knob on the speakers itself, but it does not respond to the internal volume level.

I've tried everything on other forums; updating drivers, reinstalling, changing sound settings, removing audio enhancements, etc. The speakers work as intended when plugged in via a 3.5mm jack, but not over bluetooth, so I'm guessing that the bluetooth
driver or audio profile is at fault. But reinstalling the bluetooth audio driver didn't help.

 

Bluetooth Audio is Bugged in 1803

Found a bug with Bluetooth audio with 1803. I can reproduce on 4 computers with clean install or upgrade. Same bug.
So this PC has a Broadcom USB Bluetooth 4.0 adapter. I have a pair of Creative Bluetooth speaker that connects to it. I only use this as a backup speaker. My Denon AVR uses WASAPI when watching moves in Atmos, DTS, etc.

After a clean or upgrade install of 1803, the Bluetooth audio slider does not change volume. It makes a beep when moving the slider. Like beeps for every step. If you turn the slider all the way down, the volume does mute. When you turn it up one step, the speakers are full blast. They are always playing a full blast no matter where the slider is. And after playing with the slider for a minute, Bluetooth disconnects. I tried a different BT adapter on this PC. It has the same behavior. It's a multi-boot PC and this adapter works fine in Win7, Win8.1 and Win10 1703. Thanks MS!

This occurs on 2 other PC too. One is a Dell 1820 with an Intel network/BT adapter.

Who else sees this bug?

Who else noticed this? It's not a driver problem. They changed a lot of sound things in 1803.

 

Audio volume cannot be changed while Youtube Video is playing.

Bug Reproduction Steps:

• Use Bing to search any video
• IE10 goes to the Youtube
• Play Youtube Video
• Even the audio volume is up to the max or down to zero, you still can't feel volume changed.
• If I long press "<-" hardware back button to go to App Switch Screen, and change the volume at App Switch Screen. Thus, the volume of the Youtube Video will be changed.
