I discovered this when my mouse stopped working. Ny laptop is a Dell Inspiron 15 3000 and it came with windows 10

I have the same problem. None of your suggested answers work because the icon is gone from the task bar, and its gone from Device manager. When I go to Bluetooth in Settings it says its "switched off". But there's no place to switch it on again.

 

Bluetooth Radio gone after windows 10 upgrade


So after updating from windows 7 to windows 10 my bluetooth radio is now gone. My bluetooth keyboard and mouse are connected but I can't make new connections via bluetooth because I can't access the bluetooth radio. The bluetooth icon is gone in the system tray and I can't find anything about bluetooth in device manager.

I would suggest checking the task bar settings to start with. Right-click the task bar and select the very bottom option 'Taskbar Settings' then look for the blue/purple lettered option 'Choose which icons appear in notification area'. The safely remove hardware option should be among those options. Hope this helps, but in an attempt to be a tad bit more helpful, see the following screen shot:
