Windows 10: Bluetooth Issues and Unknown USB Device "Port Reset Failed"

I built my PC about 6 months ago. The mother board is Aororus x570 Elite WiFi. So the cable that manages wifi connection also establishes bluetooth. Two months ago my bluetooth stopped working all together. When I go to bluetooth in settings, there is no option to turn it on or off. I have uninstalled and reinstalled the driver countless times at this point to no avail. Sometimes when I run the bluetooth trouble shooter it says, "Your device is no bluetooth capability" which I know is not the case. Sometimes it gives me the error 45. Unknown USB Device (Port Reset Failed)

Just yesterday when I powered my computer on my mouse and keyboard were not working. So I unplugged all of my devices and and tried just plugging my mouse into the different USB ports until I found that only one of the seven ports I have are working. When
I finally got into Windows I was seeing the error code 43 Unknown USB Device (Port Reset Failed). I have been trying to fix the problem since yesterday by following all of the answers from other people with this error code and none of them have worked. If
