Windows 10: Bluetooth won't pair with specific device

Windows 10 Bluetooth can not find/pair with my Tivoli Audio "PAL BT" (bluetooth)radio. Pairing is successful with my BT headphones, and a SONY speaker,
I can easily pair the PAL with my iPhone, so it is putting out a BT pairing signal! I use a Plugable BT400 dongle for Bluetooth send/receive.
Why does this one device not pair?

Bluetooth device not appearing (appears under "hardware" in Bluetooth settings)

Hi - I am using Windows 10 and am having some issues with one specific device on Bluetooth.

I have been pairing to one specific Bluetooth device for the past few days. However, the device suddenly doesn't appear when searching anymore. This is the Bluetooth device's issue because my phone and a spare laptop are able to see the device and pair to
it. I am also able to pair to other devices on my computer - but this specific one won't appear (keep in mind - I have been pairing to it for a while).

Also, when I click "more Bluetooth options" in Bluetooth settings, and then I click "hardware", the device is listed. I am not sure what this means; other devices that I have paired to don't appear here. The properties are shown at the bottom of this post.

Any help would be much appreciated

Bluetooth icon missing in settings Windows 10

Under settings then devices there should be bluetooth. if bluetooth is off it won't show icon on bottom only when it's on. there you need to go to pair the devices too.
