Fading lines on the monitor, fading from left to right. A themes setting?

Thank you for posting in Microsoft Community, we appreciate you interest in Windows 10.

I understand the inconvenience caused to you with the display after upgrade to Windows 10.

It good to know that the issue is currently resolved.

This issue might have occurred due to display drivers which are to be updated.

I suggest you to update the Display Adapter Drivers:

Steps:

• 
  Press Windows key + X key when you are at the desktop.
  
• 
  Select Device Manager.
  
• 
  Expand Display Adapter.
  
• 
  Right on the Display Adapter and click on
  Update driver software.
  

Also, try to search for the drivers from Manufacturer's website and install them in the compatibility mode.

You can install Windows 8/8.1 drivers in compatibility mode if there are no Windows 10 compatible drivers.

Follow the steps to install in Compatibility mode:

• 
  Download the updated driver from the manufacturer’s website.
  
• 
  Right click the driver installation file and select
  Properties then tap or click the Compatibility tab.
  
• 
  Place a check in the Run this program in compatibility mode for: box.
  
• 
  Tap the drop down box and select a previous operating system, then tap or click
  OK.
  
• 
  Try installing the driver and check.

Screen goes blurry and color Fades out in windows 10.

opened laptop this AM and background picture screen is blurry and color is out of sorts and fading

I suggest you to check if the following steps helps to resolve the issue.

• Right click on the Windows key and Go to control panel.
• On the upper right corner change the view by to small icon.
• Click on mouse.
• Then click on ‘wheel’ tab.
• Set the values for horizontal and vertical scrolling.

and see if it helps to resolve the issue.
