Windows 10: Boot up popup window; what does it mean and how fix it.

During each boot-up the last few days I am getting a strange popup window labeled "Windows Installer"
see attached pic.


what does it mean and how to fix the problem. I do have a Blue Screen thread open but I can not see how the two problems are connected as this problem did not show until after the blue screen had been going for a while.

Update your AMD ATI graphics driver:

uninstall your display driver then restart

Boot to the Windows 10 desktop

Press Windows key + X

Click Device Manager

Expand Display adapters

Right click the current display adapter

Click Uninstall

Exit Device Manager

Restart

Download the latest video drivers from the actual video device maker's site (such as Intel, Nvidia, or AMD/ATI) but do not install them.

Then run this method to remove the current video driver, When that is complete install the new drivers you downloaded.

We can analyze the minidumps if you make them available from the OneDrive or other file sharing sites (such as MediaFire). If you have problems uploading the minidumps copy them to the Desktop or the Documents folder and upload them from there.
