Windows 10: Boot Windows 10 on Dell Laptop from USB

How can I boot my Dell Studio 1749 Laptop from either a USB or External HP CD/DVD drive in order to bypass a disabled internal CD/DVD (with stuck disk)?
And how do I create the USB Boot Drive?

The F12 boot options freeze up trying to boot my repair disk in external dvd.

Windows 10 install media setup won't show

Hi, I have a Dell laptop and the installation media works in the left side (USB 2.0) ports and not in the right side (USB 3.0) ports, I don't know why, but that is what happens in my Dell laptop

Insert the Installation Media

Start your laptop

On the Dell logo repeatedly press the F2 key until you see 'Entering Setup'

1. Disable Secure Boot

2. Enable Legacy Boot

3. If Available enable CSM

4. If Required enable USB Boot

5. Move the device with the bootable disc to the top of the boot order

6. Save BIOS changes and restart your System

When your laptop boots again, on the Dell logo, repeatedly press F12

From the temporary boot list, choose the drive that contains the installation media

 

"Your organization used Windows Defender Application Control to block this app"

It should be noted that the boot order cannot be altered with this laptop model as Dell has locked certain BIOS functionalities. I managed to install Windows 10 from the Advanced Options menu within Settings and booting from USB storage device. I have
reinstalled Win 10 three times with no success.

i need help in selecting the best option provided. I don't want to install win 10 as it is running OK now.
But I am not able to boot from either a external DVD or a USB as the F12 options try to boot from the disabled internal DVD (with a stucked disk that I can't remove). Please help as I want to be able to run a Repair DVD if needed.

 

I think it may be a BIOS configuration question

 

It will be option 2 of the second tutorial I posted. In your case when you press F12 the USB device should show up in the options. Note that you may need to turn off Secure boot in your Bios before a USB drive will work.

 

There should be a pin hole in the DVD trays cover. Push a paper clip in there, with the laptop off, and it will open the tray enough that you can pull it open and remove the disk. If it's really jammed up, remove the drive and disassemble it. It's usually just one screw to remove on the bottom of the laptop, and then you pull the drive out.

1. The first one to try is to the paper clip through the hole to eject the disc as Alphanumeric posted.
