Windows 10: Booted up my pc to horizonal lines. Any easy way to fix this?

I booted up my pc to having horizontal lines on both of my screens, I recently got brand new pc fans and cleaned my pc with paper towel and 91% alcohol to remove dust from some surfaces. When I put my pc together I was met with this. I was able to boot to bios but nothing past that and my monitors are plugged into my gpu so I dont think that's it but I don't. Any good ideas on how to fix this?

Code: 0x80072EE7 Easy Fix/Manual Fix

I have the Code: 0x80072EE7 "Looks like you're not connected to the internet" error when I try to connect to the Microsoft Store in Windows 10. In the Easy Fix category it says:

To fix this problem automatically, click the Download button. In the
File Download dialog box, click Run or
Open, and then follow the steps in the easy fix wizard.

I hate to seem like a dunderhead, but which "Download" button do they mean? I can't find it.

In the Manual Fix solution I can get to the page it suggests on my pc, but it says:

If the Hosts file contains a static IP address that is associated with Windows Update or with Microsoft Update, comment the entry by adding the # sign at the beginning of the entry.
On that page on my pc it doesn't have either a Windows Update or Microsoft Update line so I don't know where to place the # sign.

Any help would be appreciated.
