Windows 10: Bootloop/Restart Loop on my Windows 11 Can access only Bios

Its been 1 month since this problem occured. But these few days my laptop gone worse. The first 2 weeks it took maybe 5-10 minutes to boot, but now it took maybe 1-2 hours of waiting. The main problem is that i couldn't access startup repair at all i tried force shutdown 2x/3x or f12. It's the same case for the Bootable USB, i couldn't access the menu to repair or reinstall, because everytime the bootable usb actually work, it won't stay up and go back to the boot looping cycle again. Any advice is appreciated. Thanks in advance

HP Laptop Boot Loop

I am encountering a boot loop problem with my HP laptop. Upon startup, it shows the HP logo and loading dots for about 11 seconds, then goes to a blank screen for approximately a minute before automatically restarting. The power button does not turn off during this cycle.

Troubleshooting Steps Taken:

• Tried hard reset and accessing BIOS/UEFI settings.
  
• Unable to boot into Safe Mode or recovery environment.

access BIOS settings in Win 10

I have an 8-year old computer running Win 10. I need to access the BIOS settings. It used to be the holding down the F2 key during startup would bring up the BIOS screen in Windows computers. But this no longer works. A web article listed a complicated
series of steps leading to a reboot . . . but still no access to BIOS. Any suggestions?
