Windows 10: Borderlands 3 Steam, Will not go past splash screen

When launching the game Borderlands 3 on Steam I continue to get this issue here in the image I put text further describing and the error that I get as well, I have done non-stop troubleshooting for hours now from fresh installs to game file edits and trying to force it to use D3D11 instead of 12 and vis versa.Breakdown of how this appears ->-When pressing launch on the game it pops up the Borderlands 3 splash screen then opens the game.-Once loaded up it instantly goes all black no game audio either to be heard.-Can wait 20 minutes and it will still not load.Troubleshooting-I have tried &

FABLE 3 Cannot get past Splash screen, Not on Steam.

I tried the xlive dll for the Steam and it doesn't work. I have a PC ( cannot use a controller because of a handicap). That didn't work. I've been searching for a way to play it. I can find nothing that works. I paid good money for a game that I
cannot seem to make work. There HAS to be a way to dump or get past that stupid splash screen that says I'm not connected to the internet. I have double checked the code , I Entered it correctly. I'm on Windows 10 64 bit professional. Any ideas please??

Both Skyrim and Borderlands (2) seem to crash in the same manner.

When I am on the games list (my games) of Steam and click to open the games; the 1st screen for Skyrim comes up MOMENTARILY and then disappears completely . (basically the same for borderlands) steam does stay active and on its main page

So after following all the steps from the link and checking to see if the app will start after each one, State of Decay was still unable to get past the splash-screen. The troubleshooter said that it found problems with 'hanging or crashing apps' but was
unable to automatically fix the issues.
