Windows 10: Bought another computer and need to change administrator and email

I bought an HP with Windows 10 on it. I need to clean it so I can load me as an administrator and my email. When I try to go in it says I have tried to many times unsuccessfully. Frustrated.

You can just provide the Administrator privileges to your personal Microsoft account from your current work email ID. Follow the steps provided below.

• Press Windows Key, Type manage your account
  and hit Enter.
• Click on Family and Other Users
• Select the account that you wish to change to Admin account.
• You'll get an option to Change account type. Click on it and change it to
  Administrator.

There is an administrator name and email on my computer

I bought a new laptop. There is an account registered with name and email. I have no idea who this person is and suspect the computer was previously owned and sold to me as new. I cannot remove that name because it is listed as administrator. I can add my
name but it makes me nervous. I have contacted Costco where I bought the computer and they advise to wipe the entire thing and start over. Not that they will do that, I would have to. And I have contacted HP who suggests I pay for a higher level of support.
And I have contacted Microsoft who suggest I look at the forum where I do not find an answer. What I wouldn't give for someone who can help.

 

Change administrator email

You can just provide the Administrator privileges to your personal Microsoft account from your current Admin account (work email ID). To do so follow these steps.

• Press Windows Key, Type manage your account
  and hit Enter.
• Click on Family and Other Users.
• Select the account that you wish to change to Admin account.
• You'll get an option to Change account type. Click on it and change it to
  Administrator.

If you wish to sign out from the Microsoft account, follow these steps:

• Press Windows Key, Type manage your account
  and hit Enter.
• Click on Your account tab.
• One the right side, you'll see an option to Sign-in with a local account instead.
• Click on it and enter your password to make changes.
• Follow the onscreen instructions to create a local account.
