Brand new as of yesterday (October 9, 2018) Windows 10 running slow - barely functioning

Last week my computer (Asus Republic of Gamers) had a preparing automatic repair issue that was stuck in a continuous loop. After two straight days of being on the phone with Microsoft customer support, they got into it and wiped everything clean. I lost everything. Once they were in, the computer was basically bricked - nothing worked. So I went and bought a new one - a Dell Inspiron with an Intel core i7, 16gb RAM - that basically moves as slow if not worse than my son's 5 year old kindle fire. This is brand new out of the box and it takes over 30 seconds to get to a website. I need to use Word and Dragon dictation, both of which do not respond. It takes 30 seconds to save a document if I can get into it. What is the issue here? A brand new out of the box computer with these specs should not be working like this. The only thing installed on it right now is Dreamweaver, Word and Dragon - nothing else, no files, no pictures, and I have not added any apps. Is there anything I can do to actually get this thing working? I have no choice but to use this platform as Dragon isn't compatible on a VM.

    :)
