Windows 10: Brand new PC does not meet Windows 11 requirements

Hello, I have just built my new PC. I installed Windows 11 onto a USB and tried to install it, however, it says this PC does not meet the requirements for Windows 11.From the BIOS, I am in UEFI mode, I have fTPM 2.0 enabled.I'm using an msi pro board, Samsung 990 Pro 1TB, and an AMD ryzen 9 7900X. Why am I unable to install Windows 11?

Windows 11 not meeting requirements.

I ran the pc health check and received that my pc meets requirement for windows 11 although in the check & update section it is still saying my pc doesn't meet requirements?

 

PC's not meeting system requirements for Windows 11

I have several PC's currently running Windows 10 but none meet the system requirements for Windows 11.

If I have the motherboard as well as the CPU on each PC upgraded and the system requirements met, would the new operating system still be activated or will I have to buy fresh licenses for each PC?

Currently, on two of my PC's, I have the OEM version of Windows 10 and on the other PC's, I have the retail version of Windows 10.

That's not the issue. This issue is that I've had this HP notebook since November 2019, and the only message I've seen about Win 11 has been that the computer meets the requirements Win 11. Then, today I get the message that this computer doesn't meet the requirements of Win 11. What's up with that? I'm not planning to upgrade to Win 11 on this HP notebook, but I'm wondering why the message changed.
