Windows 10: Brand new sealed USB/key - 0xC004C008 error

I've recently purchased a NOS copy of Windows 10 Pro for a VMS system. This is USB media + product key. It's not the first time I've made a purchase like this...I've made multiple purchases from the same vendor. The product came in the standard package, sealed in cellophane, just like every other copy I've ever bought.However, in this case, when I try to activate, it tells me the key has already been activated with error code 0xC004C008 . How exactly has this factory sealed key EVER been used? I have to think this is an error with the activation center, and try as I may, I cannot find the

Hello! I am a new system user who has just built my first PC.

I purchased a Windows 10 Home license from Microsoft brand new, and used the USB stick to install windows to my fresh system. Install went fine, I was able to change my personalization options briefly.

But after a restart, Windows asked for the activation key and is returning the "0xC004C008" error that says it's activated on another computer.

This is a brand new system and a brand new key. I don't understand how it could be activated on another computer. My Microsoft account only shows one system: the one it's installed on right now. I have restarted several times and tried troubleshooting options on and offline. There is no more support chat nor hotline anymore, so I am stuck.

EDIT: I was running the activation-by-phone wrong. Woops! I was responding to the robo-call voice instructions with "okay" instead of waiting for them to finish telling me how to activate my key, which caused the robo-call to hang up. Just wait for the instructions to finish, then say "representative" and the robo-call will redirect you.

The error code 0xC004C008 means that the product key that you are trying to use is already activated on a different device. For us to effectively assist you, can you confirm if you have already activated the product key on another device
before building a new computer? Or was it purchased brand new the same time that you have built the new computer?

Error code: 0xC004C008, The product key is being used on another PC (NEW CODE)

To start from the beginning, I changed my hardware windows deactivated my account was not linked so I could not get back that windows activation. Fast forward a few months I buy, two new codes one for my dad's new computer one for mine. This one worked my
one got Error code: 0xC004C008, and I really don't think that its a used code I remember checking for openings and such, as you do with codes, it was perfectly sealed.
