Windows 10: Brand new windows 11 PC running at 100% maximum frequency but 3% CPU.

I have a Lenovo 5i Creator Edition desktop that I have only had for about 5 weeks. The first 4 were amazing, but the past two days have been an absolute nightmare. I believe windows updated a few days ago. When I updated to WIN11 after buying my pc, I could run two Adobe apps at once, while searching in several browser windows at once, all while playing youtube at medium settings, and I could do this for hours no problem. Lately I have ran into 100% maximum frequency usage on my CPU, despite the actual usage showing at 3-4% avg. I have been trying to figure out what the problems is, shutting d

CPU Maximum frequency stuck at 22%

I've noticed my Dell Inspiron 5570's CPU usage in task manager has been stuck at a very low number, around 10 - 20% recently and as a result is slower than usual to the point where even simple applications such as Youtube take minutes to load if they manage
to. I found the cause to be the CPU maximum frequency to be 22% at all times according to the resource monitor. My brother's laptop's maximum frequency fluctuates between 80 and over 100%, and so I presume this is what should occur. To fix this, I have tried:

- Restarting the computer

- Taking out and reentering the battery

- Updating Windows

- Setting the power plan's minimum and maximum CPU usage for on battery and plugged into 100%.

- Create a new power plan with 'high performance' and 100% minimum and maximum CPU

- Uninstalling and reinstalling the Microsoft ACPI Compliant Control method Battery

- Checked the temperature which appears to be normal

Any help would be greatly appreciated

CPU maximum frequency problem.

Hello everybody, i just bought a laptop with a n3710 pentium processor inside its a Lenovo one. I have two problems. The first is i cant get my CPU run at maximum frequency almost never, it always stays at 1.58ghz.My BIOS has no options for power saving
features, i run performance mode i have searched the web and found only temporarilly solutions.So i want to hit that sweet speed 2.56 ghz if possible.The second problem is i cant install any Nvidia drivers, for my seperate GPU 920m i tried clean install nothing
worked i get an error at installation that fails even the display driver,always...Thank you.

 

Windows 10 CPU constantly at 100% usage

I've got the exact same issue. After installing creators update my CPU usage is between 0 and 10%, but the frequency is at max of the chosen power profile.

If I update the max frequency in the power profile or update the max cpu percentage it will then be at the chosen maximum full time.

I've got a brand new Asus ux550VD with the same intel 7700HQ processor...

UPDATE:

I've rolled back the creators update and all is well again. CPU is not locked to max frequency anymore. I will wait it out till a fix is created...
