Windows 10: Brightness dim when plugged in to the charger dell laittude e5410 with windows 10 22h2

so I got a problem, which is when I plug the charger cable into my laptop, the brightness on my laptop is dim even though it's set to 100%, but if it's not plugged in, my laptop's brightness is normal from 0 - 100% and it's bright, I tried everything tutorial but it didn't work

Screen dim during boot up

Hey guys, on my laptop I’m set to high performance, disabled power saving in my graphic properties, the issue is this
When I boot my laptop “Plugged in” to charger, first screen is dell and second screen is the windows logo with dots and third screen is the dots and my screen dims and goes back to full brightness during this screen

Without the charger plugged in it stays full brightness the whole way, no dim during the screen after the windows logo screen.

Set to High performance
Have screen lockout set to 0 minutes
bios has full brightness for both plugged and unplugged

As you are not able to adjust the brightness, I suggest you to update the display adapter drivers in the Windows 10 and check if it helps.
