Windows 10: Brightness still stuck on FULL after reset

I have reset my laptop fresh installed windows for other reasons thinking that the brightness issue would sort itself out as well as other issues i was having but no still on full brightness, i have tried uninstalling my AMD RADEON HD 7420G driver but that hasn't changed a thing, i running out of options please help me??????

Brightness resets after reboot

In addition to the troubleshooting step that you have already done, we suggest that you try disabling the adaptive brightness from your PC. Follow the steps below and see if it resolves the issue:

• From the Search bar, type Power Options.
• Click Power Options from the result. Under Preferred plans, click
  Change plan settings.
• Click Change advanced power settings and select Enable adaptive brightness to turn it
  ON or OFF.

After saving the changes, restart your PC and check if issue still occurs.

To adjust the brightness, see the steps below:

• Go back to Power Options, and tick on the High performance.
• See if you can adjust the brightness.

If this not work, we highly suggest that you create an Administrator account, and re-do the steps above.

• Run the Hardware and Devices troubleshooter. Type troubleshooting in Cortana, under Troubleshoot, click Hardware and Devices and then run the program.
• Update the driver. Go to Device Manager> Display adapters> Driver> Update Driver. If the driver is up-to-date, please look at the manufacturers website so that you can see the most compatible driver for your computer.
