BROWSING AND SCROLLING ISSUES IN CHROME AFTER KB4343909 UPDATE

Good day, The Windows 10 Cumulative Update KB4343909 for Windows 10 version 18303 for x64 based system is making my laptop malfunction when using Chrome. When using Edge the problem is less. The websites load in intermittent bits and thus when scrolling or otherwise moving around the screen, there is slow and/or delayed response. I tried two different mice and also the problem is evident when using the touch pad. I have uninstalled the update twice, which takes forever but if I leave my laptop unattended for a short while, the update forcibly starts installing itself again. When it is uninstalled, my laptop reverts to normal behaviour. Can you advise the solution, please? RAD (*** Email address is removed for privacy ***)

    :)

    Chrome 34 Kills Smooth Scrolling?

I just updated my Chrome from 33.0.1750.154 to 34-something a few hours ago and now I realised one thing; the updated version no longer support smooth scrolling. Scrolling using keys or wheel are stuttering and I can't enable smooth scrolling flag since 34 has made it exclusive to Linux now. The flags that automatically enabled are some if not most flags related to "touch", which is a bummer since I don't use touchscreen and I prefer using my good ol' keyboard and mouse to molesting my screen. Not to mention all flags and some browsers settings have been reset to default and now I have to reconfigure them again (didn't have this issue with 32-to-33 update).

    1. How to enable smooth scrolling in Chrome 34 so I can use smooth scrolling again without have to use extensions?
    2. How do I return to 33.0.1750.154 or restore the Chrome installation to the previous/old version?
    3. Anybody got Chrome 33.0.1750.154 offline installer or latest Chrome 33 offline installer newer than 33.0.1750.154, if any? Care to share?

Thanks for taking time to help me.

Issue with scrolling in Google Chrome

Original title: CANNOT SCROLL IN CHROME ON DELL LAPTOP WITH WINDOWS 10

Hi! I hope someone can help! I purchased a new Dell laptop recently that had Windows 10 already installed. It was buggy from the start with the most frustrating issue being Google chrome tabs won't scroll
after sleep or a period of inactivity--actually this very tab just froze as I am typing this post! Instead the whole page bounces, meaning the whole screen will move slightly when attempting to scroll and the only way to scroll is by using holding down the
left click and scrolling or by using the arrows. Also, some tabs in the same window freeze while others continue to scroll without issue.

I returned the laptop to the Microsoft store and they exchanged it for another. You guessed it--same problem!! Last night when I returned to the store with an appointment with a tech, I was told that it
is because Chrome is not a browser meant for Windows 10. After asking for the manager, he initially said the same until I said, "Are you telling me that this brand new laptop is incapable of running Chrome?" He admitted it was wrong, but had no fix/suggestions.
So now I am left trying to figure it out myself. Can anyone help, please?

I have researched and no fixes work for me. I don't know which touchpad I have but do not see Synaptics or Elan, the ones discussed in most fixes, nor do they come up when I search for them.
