Windows 10: BSOD and media creation tool not working

Hi, I am having a lot of BSOD issues with my pc after I reinstalled windows 10. I cant open any games and other things like OBS. It instantly crashes if I open those high cpu, ram or disk using program. I tried to download iso file from media creation tool and it says ''there was a problem downloading the file'', also DISM /online /cleanup-image /restorehealth command is not working, it runs until 42% and says Error: 2 The system cannot find the file specified.
